IOB is an independent unit within the Ministry of Foreign Affairs, responsible for the evaluation of the Ministry's policies and operations. Cofinancing between the Netherlands and the World Bank amounted to about $ 2.5 billion (1975-96), over forty percent of which was evaluated (in 19 countries). Countries and projects covered include Ghana, Pakistan and Uganda (Country Case Studies); Bolivia, The Gambia, Guinea Bissau, India, Malawi, Mali, Mauritania, Mozambique, Senegal, Tanzania, Togo and Zambia (programme aid in support of economic reforms); and Bangladesh, Egypt, India, Mali, Sri Lanka, Tanzania and Zimbabwe (project aid). The evaluation excercise (1995-99) was directed and co-ordinated by Fred van der Kraaij and Lucien Bäck.
